No. Monitoring apps watch your child's device and alert you when something happens. Haven teaches you what to do before it does. A filter can block a website, but it can't explain why a stranger in a Roblox game wants to move the chat to Discord. There's nothing to install on your child's phone and no data collected about them. Plenty of Haven families do both.
